Azure Compute Skill: Routes Azure VM requests to the appropriate workflow based on user intent.

The skill routes user requests concerning Azure VMs and VM Scale Sets to one of three internal workflows: VM Recommender, VM Troubleshooter, or Capacity Reservation. The VM Recommender workflow accesses internal documentation and uses a 'retail-prices-api' (implied external API call) to provide pricing information.
